The building took exactly three weeks. On  14 August 1994, at the consecration ceremony of the Tartu Family Radio rooms, the first signal on 89,0 MHz went on the air, and Lea Lääts, who had been invited as a guest from the Kuressaare Family Radio, spoke into the microphone: "You are listening to the Tartu Family Radio on 89,0 MHz". Among those invited to the festive occasion were Mare Pihlak, editor in the Tartu Studio of the Estonian Radio, and Paavo Pihlak, engineer and soundman  in the sound recording corporation HELI JÄLG. As the radio under construction also needed specialists in the field of radio, a suggestion was made to Mare and Paavo to set to work and start developing this initiative of the Estonian Christian Ministries.
