With a feeling of risk caused by illegality, the tests continued until June. Then, after a long procedure, the broadcasting licences commission of the Ministry of Culture of the Estonian Republic decided to grant the Tartu Family Radio Corporation a local broadcasting licence to transmit the program "Christian Family Radio" in Tartu. A few weeks earlier, the Tartu Family Radio had become a member of the Association of Estonian Broadcasters.
